CNN —The Arizona Senate on Wednesday will vote on legislation to repeal the state’s 160-year-old near-total abortion ban, three weeks after the state Supreme Court revived the law and thrust reproductive rights into the political spotlight. Katie Hobbs signs it, as expected, it would clear the way for the state’s 15-week limit to remain state law. On April 9, the state Supreme Court ruled that the ban should be the state law. CNN —The State Department is divided over whether Israel is using American-provided weapons in accordance with international law ahead of a fast-approaching deadline next week for Secretary of State Antony Blinken to make a determination to Congress. Human rights groups have accused Israel of committing war crimes and abuses during the war in Gaza. The State Department official Sunday did not give further details about which parts of the department are in favor of accepting Israel’s assurances, which are in favor of rejecting them, and which took no position. “We don’t comment on leaked documents, especially those purporting to contain classified information,” State Department spokesperson Matthew Miller said in a statement. While the report does not represent the US government’s own conclusions, Blinken said last week that the State Department was looking at the incidents.

CNN —Secretary of State Antony Blinken will travel to Saudi Arabia next week to meet with regional partners as talks between Israel and Hamas remain deadlocked, the State Department announced Saturday. Hamas said Saturday it had received a response from Israel over its position on the ceasefire talks. “The movement will study this proposal, and upon completion of its study, it will submit its response,” it said in a statement. Blinken’s trip, set for Monday and Tuesday, comes after he met with Saudi Arabian Crown Prince Mohammed bin Salman last month in Jeddah to discuss efforts to release the hostages held by Hamas. CNN —The United Nations has called for an “independent, effective and transparent investigation” into the discovery of mass graves at two Gaza hospitals that were besieged and raided by Israeli troops this year. A mass grave with 324 bodies was uncovered this week at the Nasser Medical Complex in the southern Gaza city of Khan Younis by Gaza Civil Defense workers following the withdrawal of Israeli forces from the area. When they returned this month after the Israeli military withdrew, they discovered the bodies had been dug up and placed in at least one collective grave, the stringer said. CNN reached out to the Israeli military on Wednesday for comment regarding Türk’s remarks, to which it said it had nothing more to add beyond previous comments. Tennessee lawmakers passed a bill on Tuesday to allow teachers and other school staff members to carry concealed handguns on school campuses. The measure, if it goes into law, would require those carrying guns to undergo training and have the approval of school officials, but parents and most other school employees would not be notified. The bill is one of the most significant pieces of public safety legislation to advance in Tennessee after a shooting just over a year ago at a private Christian school in Nashville left three students and three staff members dead. CNN —The Biden administration is close to approving the sale of as many as 50 American-made F-15 fighter jets to Israel, in a deal expected to be worth more than $18 billion, according to three people familiar with the matter. Since Hamas’ attack on Israel in October, which killed over 1,200 Israelis, the US has made more than 100 foreign military sales to Israel. Most of those have fallen under the specific dollar amount that requires a notification to Congress, an official familiar with the matter previously told CNN. A congressional aide told CNN that House Foreign Affairs Committee Chairman Michael McCaul has also approved the transaction to proceed to formal congressional notification. “What you hear about the frustrations within the administration over the Israel policy, it is real,” one US diplomat told CNN on condition of anonymity.

MADISON, Wis. (AP) — Wisconsin voters are set to decide next month whether to make it unconstitutional to accept private grant money to help administer state elections, one of two Republican-backed ballot measures that Democrats say are meant to make it harder to conduct elections in the presidential battleground state. The Wisconsin measures are supported by Republicans and conservative groups and opposed by an array of government watchdog and liberal groups including the American Civil Liberties Union, Common Cause Wisconsin, Wisconsin Conservation Voters and the League of Women Voters of Wisconsin. Three courts and the bipartisan Wisconsin Elections Commission rejected complaints challenging the legality of the grant money. It’s unclear how adoption of the amendment would change current practice, other than place requirements currently in state law into the constitution. Federal law already requires U.S. citizenship to vote in national elections and no state constitutions explicitly allow noncitizens to vote in state or local elections.

Another threat to election officialsAt least four swatting incidents have been aimed at the homes of senior officials who oversee or work to secure elections since December. Separately, a Department of Justice taskforce launched in 2021 has reviewed more than 2,000 allegations of hostility, harassment, abuse, or threats to election officials and staffers, a department spokesperson said. Swatting was featured in a tabletop exercise for election officials in New Jersey last month, a spokesperson for the secretary of state told CNN. Such incidents have prompted The Elections Group, a consulting group led by former election officials, to begin sharing resources on swatting with election workers and incorporating the topic into trainings. A wave of election officials have departed their roles since November 2020, when false claims of a stolen election proliferated.

CNN —A bipartisan panel of judges in North Carolina has ruled that the Republican-controlled state legislature improperly tried to seize control of state and local election boards from Democratic Gov. The state Board of Elections, for instance, currently has three Democrats and two Republicans. Previous efforts by Republicans in the General Assembly to change the makeup of election boards have been rejected by the courts, and by voters in a 2018 referendum. Republican state lawmakers who pushed the change had argued that it would bring bipartisan balance to decision-making around elections. Several lawmakers had accused state election officials of reaching a “collusive settlement” with Democratic litigants to extend the deadline to count absentee ballots during the 2020 election.

CNN —The United States will begin air dropping food aid to the people of Gaza, President Joe Biden announced Friday, as the humanitarian crisis deepens and Israel continues to resist opening additional land crossings to allow more assistance into the war-torn strip. Speaking in the Oval Office, Biden said the US would be “pulling out every stop” to get additional aid into Gaza, which has been under heavy bombardment by Israel since the October 7 Hamas terror attacks. CNN —A single rabid coyote in Rhode Island is believed to have attacked two people in neighboring towns in the span of two days, state environmental officials said this week. The same animal likely attacked another person on Thursday in Scituate, about 11 miles away, officials said in a Monday news release. There has not been a human case of rabies in Rhode Island since 1940. Rabies is endemic in Rhode Island and the state has had terrestrial rabies since 1994. If someone is bitten or scratched by a wild animal, they should contact a health professional right away, the health department said.

CNN —Myanmar’s government has enforced a compulsory military service law as the junta continues to battle armed ethnic militias and resistance forces on multiple fronts across the nation. The junta “issued the notification of the effectiveness of People’s Military Service Law starting from February 10, 2024,” televised state media reported Saturday. The law was enacted in 2010 by a previous military government but had never been enforced before. The introduction of the People’s Military Service Law maintains citizens have a duty to protect “non-disintegration of the union, non-disintegration of national solidarity and perpetuation of sovereignty,” state media said, adding the law has been enacted “in order to serve this duty.”State media said the defense ministry would release details and instructions at a further date. The fighting escalated last October, when powerful armed ethnic militias joined with resistance forces to mount major new offensives against the military.
